Project Officer (Environmental Protection Department)
Responsibilities:
- Oversee and manage the development of the waste paper recycling facility and waste EV rechargeable battery recycling facility in EcoPark
- Oversee and manage the development of the renovation works at the admin building
- Assist in the management of contractor and consultant performance, payment and claims, regular surveillance and reporting
- Liaise and coordinate with contractors, consultants, tenants and other stakeholders for the operation of EcoPark
- Liaise with interfacing parties on the operation arrangement, and prepare statistical analysis
- Perform other general administrative work and provide logistic support related to meetings, site visits or other activities
- Handle public enquiries and complaints concerning the operation of EcoPark
- Perform a supervisory role in site visits and compliance check
- Prepare and update papers, information notes, publications, guidelines, presentation and other necessary materials in relation to the project
- Assist in office administration and any other duties as assigned by the management
- Advice on the engineering matter related to EcoPark tenants’plant construction and operation as well as other engineering issues associated with the common facilities in EcoPark
- Perform any other duties as assigned
Qualifications:
- Corporate member of the Hong Kong Institution of Engineers (Civil Discipline), or equivalent
- At least 10 years of relevant full-time working experience in civil engineering, project management, or environmental project delivery, among which:
- Experience in preparing and managing lease of land
- Experience in managing the construction and operation of waste recycling facilities
- Experience in managing complex infrastructure or environmental projects, preferably in a public works or government-related projects
- Experience in managing contractors and consultants, ensuring performance aligns with project timelines, budgets, and quality standards
- Proficiency in contract administration, including preparation and review of tender documents, claims evaluation, and issuance of work orders
- Strong track record of liaising with contractors, consultants, government departments, and other stakeholders to facilitate project operations and compliance
- Experience in handling public inquiries, complaints, and community engagement in a professional and effective manner
- Familiarity with civil engineering design, construction, and maintenance processes, including compliance with statutory requirements (e.g., Buildings Department, Fire Services Department)
- Met the language proficiency requirement:
- Level 3 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE); or
- Level 2 in the Use of English (UE) and Use of Chinese (UC) papers of the Civil Service Recruitment or equivalent
- Good oral and written communication skills in both English and Chinese; proficiency in Putonghua will be an advantage
- Good communication and interpersonal skills
- Good data analysis, project coordination and presentation skills
- Good computer knowledge including proficiency of MS Word, Excel, PowerPoint and Chinese Input Method
- Experience with/in government or public sector will be an advantage
